Does anyone have an idea how much I would charge for editing a PhD thesis for a professor at a university? I am an English instructor at the university with some editing experience with an alternative newsweekly in the U.S.

I am not sure what the market prices in Shanghai are but I know in Germany
the market rate for translation work is about 1.49€ per line on A4 size page with 12 point Times New Roman script.
No special graphics or formatting is included in this price.

It could be half that price for proofreading / editing however this all depends on how well the actual English text is written.
Sometimes "proofreading" becomes "ghost-writing" so be aware of that.

You may want to calculate the total lines and then give a flat rate within a reasonable range of this figure.

Good luck.
